Tracy Pennycuick
A lifetime of serving others
Tracy Pennycuick is a United States Army combat veteran. She began her career as a medic before earning a business degree and a commission in the Army.
She served as a Black Hawk helicopter pilot, completing three combat tours – in Desert Storm, where she earned the Bronze Star, Iraq, and Afghanistan.
Tracy retired as a Lieutenant Colonel after 26 years of service, during which she held positions as Platoon Leader, Operations Officer, Company Commander, Aviation Group Safety Officer, Brigade Human Resources Officer, Executive Officer, Department of Defense Efficiency Expert, and Foreign Liaison to the UK Ministry of Defense.
Tracy also served as the Director of Veterans Affairs for Montgomery County for three years and continues to serve on several veteran-focused non-profit boards.
Experience and leadership when it matters most
After leaving the military, Tracy built a small business in the aviation services industry, giving her firsthand insight into the challenges small businesses face navigating bureaucratic red tape.
In 2020, she was elected to the State House, bringing proven leadership and discipline to Harrisburg. During her time in office, Tracy has worked tirelessly to support front-line heroes, veterans, and seniors.
Since being elected to the State Senate in 2022, Tracy has served on the Senate Appropriations Committee, overseeing state budgets that fund core priorities like education, public safety, and essential services – without raising taxes on Pennsylvania families.
As Chair of the Senate Communications and Technology Committee, Tracy leads bipartisan efforts to encourage responsible innovation while protecting children from emerging digital threats. She sponsored landmark legislation to combat exploitation and advance safeguards for minors online.
Most importantly, Tracy has maintained excellent and responsive constituent services for all residents of her district.
Delivering proven results for all of us
As our State Senator, Tracy is committed to restoring commonsense leadership, holding the line on radical spending, and defending our fundamental freedoms.
She is a strong advocate for education, securing $1.5 billion for tax credit programs that empower parents to choose the learning environment that best meets their child’s needs.
Tracy has worked across party lines to support law enforcement and keep dangerous criminals off our streets. She sponsored Act 125 of 2024 and Act 35 of 2025 to combat AI-generated exploitation and deepfake crimes, giving officials modern tools to hold offenders accountable.
To support working families, she advanced the Working Pennsylvanians Tax Credit, delivering $193 million in financial relief for hardworking families. She also championed wage increases for direct care workers and expanded programs to provide essential services for individuals with physical disabilities.
Tracy has secured more than $24 million in grants for municipalities, school districts, and first responders to strengthen critical community investments.
