Tracy Pennycuick

Service.

Tracy Pennycuick is a United States Army combat veteran. She initially enlisted as a medic before returning to college, earning a degree in business and a commission in the U.S. Army.

She served as a Black Hawk helicopter pilot, completing three combat tours — in Desert Storm, where she earned the Bronze Star, and Iraq and Afghanistan.

Tracy retired as a Lieutenant Colonel after 26 years of service, during which she held positions as Platoon Leader, Operations Officer, Company Commander, Aviation Group Safety Officer, Brigade Human Resources Officer, Executive Officer, Department of Defense Efficiency Expert, and Foreign Liaison to the UK Ministry of Defense.

Tracy also served as the Director of Veterans Affairs for Montgomery County for three years and continues to serve on several veteran-focused non-profit boards.

Experience.

After leaving the military, Tracy built a small business in the aviation services industry, giving her firsthand insight into the challenges small businesses face navigating government regulations and red tape.

In 2020, she was elected as a State Representative, bringing proven leadership and discipline to Harrisburg. During her time in office, Tracy has worked to support front-line heroes, veterans, and workers while advancing policies that put our families and communities first.

Since being elected to the State Senate in 2022, Tracy has served on the Senate Appropriations Committee, where she helps oversee state budgets that fund core priorities like education, public safety, and essential services — without raising taxes on Pennsylvania families. She also helped reform state lobbying practices to increase transparency and accountability.

As Chair of the Senate Communications and Technology Committee, Tracy leads bipartisan efforts to encourage responsible innovation while protecting children from emerging digital threats. She helped pass landmark legislation to combat exploitation and advance safeguards for minors online.

Most importantly, Tracy has worked tirelessly to maintain excellent and responsive constituent services for all residents of her district.

Results.

As our State Senator, Tracy is committed to restoring commonsense leadership, holding the line on radical spending, and defending our fundamental freedoms.

She has been a strong advocate for education, securing $1.5 billion for tax credit programs that expand opportunities for students in struggling school districts, empowering parents to choose the learning environment best for their children.

Tracy has worked across party lines to support law enforcement and keep dangerous criminals off our streets. She sponsored Act 125 of 2024 and Act 35 of 2025 to combat AI-generated exploitation, digital impersonation, and deepfake crimes, giving officials new, modern tools to hold dangerous offenders accountable.

To support working families, Tracy helped advance the Working Pennsylvanians Tax Credit and deliver $193 million in financial relief to Pennsylvania families. She also supported wage increases for direct care workers, and championed community-based programs to deliver essential services for senior citizens and adults with physical disabilities.

A steadfast advocate for veterans, Tracy introduced legislation to improve veterans’ health care and ensure they receive the benefits and recognition they earned. She has also delivered more than $24 million in grants for municipalities, schools, and first responders to support critical community investments.
